We will not investigate this complaint about a series of Penalty Charge Notices because it is reasonable for Mr Y to approach the Traffic Enforcement Centre and the Traffic Penalty Tribunal about the matter, who are better placed to deal with the complaint and because the issues could reasonably be mentioned and raised as part of those legal proceedings to consider Mr Y’s appeal.
